Thursday, February 27, 1997 <br />The Board of County Commissioners of Indian River County, <br />Florida, met for a Special Affordable Housing Workshop in County <br />Commission Chambers, 1840 25th Street, Vero Beach, Florida, on <br />Thursday, February 27, 1997, at 9:00 a.m. Present were Carolyn K. <br />Eggert, Chairman; John W. Tippin, Vice Chairman; Fran B. Adams; and <br />Caroline D. Ginn. Commissioner Kenneth R. Macht was absent. Also <br />present were Community Development Director Robert M. Keating, <br />William G. Collins, II, Deputy County Attorney, and Patricia <br />Ridgely, Deputy Clerk. <br />The Chairman called the meeting to order and expressed her <br />pleasure at the number of people in attendance. <br />AFFORDABLE HOUSING WORKSHOP <br />The Board reviewed a Memorandum of February 21, 1997: <br />TO: James E.
