<br />In a growing areas, even balanced growth will result in affordable housing needs. Because every
<br />community creates a need for workers, many of whom are not well paid, there is a corresponding
<br />need for affordable housing. While the need for affordable housing continually increases in a
<br />growing area, local government regulations often increase the cost of housing and limit the
<br />ability of the private sector to meet overall housing needs.
