E00K 10-J FADE TIJ <br />Objective 1, to reduce housing costs and to ensure that affordable housing is <br />available to the very low, low, and moderate income households <br />Policy 1.1, to review all county codes, regulations, ordinances, and policies to <br />determine their impact on housing development costs <br />Policy 1.2, to encourage infill development <br />Policy 1.5, to identify federal, state, and other sources of funding earmarked for <br />low and moderate income housing. <br />Policy 1.7, to encourage the stabilization and redevelopment of older <br />neighborhoods <br />Policy 2.2, to designate land with sufficient density to facilitate a wide variety of <br />housing development <br />Policy 2.5, to provide an affordable housing density bonus through planned <br />development process <br />Objective 4, to provide direct affordable housing assistance to qualified applicants <br />or assist them to secure funding <br />Policy 4.3, to provide a mechanism for the amortization of impact fees for new <br />affordable housing projects <br />Policy 4.4, to establish a housing trust fund <br />Policy 4.5, to request that the state impose a surtax on documentary stamps for <br />local housing assistance <br />Policy 4.6, to enter into interlocal agreements with other jurisdictions desiring to <br />participate in the housing trust fiord <br />• Land Development Regulations <br />The county's Land Development Regulations (LDRs) affecting affordable housing are as <br />follows: <br />Regulations providing up to a 20% affordable housing density bonus for <br />development projects. <br />Regulations allowing for small lot subdivisions with reduced setbacks, lot <br />size, and lot width requirements. - <br />Regulations allowing for accessory single-family dwelling units in all <br />agricultural and residential zoning districts. <br />Regulations allowing multi -family dwelling units in conjunction with <br />commercial development, such as apartments over commercial buildings. <br />Regulations allowing zero lot line subdivisions. <br />Transfer of density provisions allowing density to be transferred from <br />wetland properties to upland properties. <br />Future Land Use Map <br />The county's future land use map allows higher residential densities along major roadways and near <br />recreational facilities, community service centers, employment centers, shopping areas, personal <br />service areas, and healthcare facilities. Within the unincorporated area, 10 units per acre is the <br />highest residential density allowed. Two areas have the 10 unit per acre designation; these are the <br />area east of U.S. #1 from Oslo Road to 17th Street and the Gifford area. The second densest <br />designation allowed by the land use map is M-1, up to 8 units per acre. M-1 areas are located east <br />of U.S. #1 from the hospital commercial node north to 57th Street and along S.R. 60 from 58th <br />Avenue to 100th Avenue. <br />These areas are appropriate for multi -family residential development. Because of their location near <br />commercial activity centers, those areas provide for reduced automobile travel, easy access to <br />employment centers, easy access to other services, and compatibility with the adjacent uses.
