Children's Services Network - Schedule a Public Hearing for Proposed <br />Ordinance <br />The Board reviewed a Memorandum of March 4, 1997, and the <br />proposed ordinance attached thereto: (Clerk's Note: Full proposed <br />ordinance and 18 -page proposed guide may be found in the agenda <br />backup in the Office of the Clerk to the Board.) <br />DATE: March 4, 1997 <br />TO: Indian River County Board of Commissioners <br />FROM: Indian River County Children's Services Advisory Committee <br />SUBJECT: Proposed Ordinance and Guide to Create a Children's Services Network <br />The proposed ordinance and draft guide to create a Children's Services Network <br />(CSNetwork) is submitted for your review and recommendation for public hearing. These <br />proposals reflect our efforts to create a system for evaluating the needs of our children and <br />recommending funding for programs designed specifically to meet those needs. Our premise is <br />that children should be our priority and prevention is the key to the success of our firture <br />generations. <br />The CSNetwork will function as an advisory board to the County Commissioners. The <br />ordinance is designed to involve the lead "stakeholders" in children's issues --individuals working <br />directly with children and appointed members representing geographical and social diversity in our <br />community. <br />Two areas need further clarification: <br />• Millage Rate: The Children's Services Advisory Committee is recommending a 0.125 <br />mil to fiord children's services. We are proposing that this amount be reached over <br />three Years with an incremental increase each year --first year $300,000, second year <br />$500,000 and the third year 0.125 of a mil or approximately $750,000. <br />• County Staffing: Staffing will be critical to the success of the CSNetwork in <br />accomplishing its goals and objectives. Although this is an internal decision of the <br />county administrator, it is our recommendation that an executive director be <br />appointed with support staff necessary to fulfill the requirements specified in Section <br />103.30 of the proposed ordinance. <br />14 <br />March 11, 1997 <br />0 <br />
