60C�a F��GE U5 <br />ANALYSIS <br />In finalizing the proposed revisions, staff worked with the SHIP lenders committee. The SHIP <br />lenders committee (Affordable Housing Partnership Committee) is composed of representatives from <br />financial institutions, non-profit organizations, builders/contractors, real estate agents, and county <br />staff. Because of its members' knowledge of and expertise with the housing industry, the SHIP <br />lenders committee has functioned as an advisory committee to both AHAC and staff. In reviewing <br />the revised plan, the lenders considered AHAC's objective of ensuring that SHIP funds are provided <br />only to those households having need. <br />At their January and February meetings, the SHIP lenders committee discussed the proposed <br />revisions and provided comments to staff. The revisions to the plan are such that they would not. <br />change any major requirements of the Local Housing Assistance Program. <br />Staff, the SHIP lenders committee, and the Affordable Housing Advisory Committee believe that <br />revising the Local Housing Assistance Plan will ensure consistency with state requirements and <br />provide needed flexibility for special cases. <br />With respect to the proposed revisions to the Local Housing Assistance Plan, the Board of County <br />Commissioners has three alternatives. These are: <br />P. To adopt the revised plan <br />► To adopt the revised plan with changes <br />► To reject the revised plan <br />Either of the first two alternatives will ensure that the county will maintain its eligibility to receive <br />SHIP funds for 1997-98. <br />Staff, the SHIP lenders committee, and the Affordable Housing Advisory Committee recommend <br />that the Board of County Commissioners adopt the attached resolution approving the revised Indian <br />River County Local Housing Plan and direct staff to submit two copies of the revised plan to the <br />Florida Housing Finance Agency for their review and approval. The Board should also authorize <br />the Chairman to sign the certification page. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Macht, the Board unanimously adopted <br />Resolution No. 97-16 approving the County's revised <br />Local Housing Assistance Plan for FY 1997-98, FY <br />1998-99, and FY 1999-2000 and providing for the <br />State Housing Initiatives Partnership Program (SHIP) <br />requirements; directed staff to submit two copies of <br />the revised plan to the Florida Housing Finance <br />Agency for review and approval; and authorized the <br />Chairman to sign the certification page, as <br />recommended in the Memorandum. <br />32 <br />March 11, 1997 <br />
