60Qr, u PAGE ite r <br />north of CR 512 and east of 102nd Terrace that was recently <br />acquired by the state as conservation lands ("Coraci tract" CARL <br />lands). Staff has also worked with DEP staff, who have management <br />responsibilities for the property, to find a site that is not <br />environmentally sensitive and can be easily accessed. The agreed <br />upon site is former pasture land approximately 400' east of 102nd <br />Terrace, about I mile north of CR 512. <br />The proposed tower will be 350' tall with an antenna and lightning <br />rod attachment reaching 370' above ground level. Up to 18 agencies <br />will use space and facilities on the tower, including: FDOT, FHP, <br />Marine Patrol, Game & Fish Commission, FDLE, Insurance Department, <br />Fire Marshall, and others. The facility will consist of a fenced <br />"compound area" with a self-supporting tower, access driveway to <br />102nd Terrace, 2 equipment buildings, a generator and pad, and fuel <br />tank facilities (see attachment #3). The fenced compound area will <br />be located 350' east of 102nd Terrace, southeast of XL Vision and <br />northeast of Macho Products. <br />In county staff's opinion, this site will have fewer negative <br />aesthetic impacts on the public, and will be located in a more <br />remote area than the originally proposed I-95/CR 512 interchange <br />site. If the Board concurs with this arrangement, no further Board <br />review will be scheduled, and all aspects of coordination with the <br />state will be handled at a staff level. As previously stated, the <br />county has no regulatory authority over the state's tower siting. <br />Agreed upon arrangements, such as proposed, are the only effective <br />means for county input into the state's tower siting decisions. <br />RECOMMENDATION: <br />Staff recommends that the Board concur with the siting of a ±350' <br />state communications tower at the referenced 102nd Terrace site in <br />lieu of a I-95/CR 512 interchange location. <br />MOTION WAS MADE by Commissioner Macht, SECONDED BY <br />Commissioner Tippin, to approve staff's <br />recommendation as set forth in the memorandum. <br />Under discussion, Commissioner Macht commented that it was <br />forthcoming of the State to negotiate when it was not required. <br />Commissioner Tippin agreed that it was unusual for the State. <br />Commissioner Ginn commended Commissioner Adams for her work on <br />this. <br />County Attorney Vitunac added that his office and Community <br />Development Director Bob Keating called the highest State official <br />they could, a lawyer for DEP, who told them in no uncertain terms <br />that this would not happen. Then Commissioner Adams went to work. <br />Commissioner Adams advised that the matter is not finished yet <br />as there is a proposal for yet another tower site at the CR-512/SR- <br />60 intersection. <br />38 <br />March 11, 1997 <br />� � r <br />
