— M <br />Future Land Use Element Policy 1.27 <br />Future Land Use Element Policy. 1.27 states that the Public <br />Facilities designation should be within the urban service area and <br />is intended for public facilities and services. Since Subject <br />Property 2 is within the urban service area and is programmed for <br />public facility use (the recycling park or landfill expansion), the <br />proposed amendment is consistent with Future Land Use Element <br />Policy 1.27. <br />- Future Land Use Element Policy 2.2 <br />Future Land Use Element Policy 2.2 states that the USA should <br />contain areas which receive services deemed necessary to support <br />urban and suburban development. Located on a major roadway, with <br />water and wastewater service available, Subject Property 1 meets <br />that criteria. This policy also states that land within the USA <br />shall be considered suitable for urban and suburban development. <br />Since the analysis shows that all of Subject Property 1 (including <br />the portion that is currently outside the USA) meets that criteria, <br />the proposed amendment, including the proposed expansion of the <br />USA, is consistent with Future Land Use Element Policy 2.2. <br />- Economic Development Element Policy 1.1 <br />Economic Development Element Policy 1.1 states that the county <br />shall encourage the attraction of new industries and businesses, <br />including clean "high tech" industries. The proposed amendment <br />will move C/I designated land from an area to be developed with <br />public uses to an area that is attractive to clean "high tech" <br />industries. Therefore, the proposed amendment is consistent with <br />Economic Development Element Policy 1.1. <br />- Economic Development Element Policy 6.2 <br />Economic Development Element Polity 6.2 states that the county <br />shall evaluate the configuration of nodes to ensure they can <br />properly provide for growth— Since the proposed amendment <br />reconfigures the two subject nodes to better provide for growth, <br />the proposed amendment implements Economic Development Element <br />Policy 6.2. <br />As part of the staff analysis, all policies in the comprehensive <br />plan were considered. Based upon this analysis, staff determined <br />that the proposed land use designation amendment is consistent with <br />the comprehensive plan. <br />Potential Imcact on Environmental Oualitv <br />Since Subject Property 1 is presently a grove and therefore has <br />been disturbed, development of that site under either the existing <br />or the requested land use designation would have no significant <br />negative environmental impact. <br />If an environmental survey shows that wetlands exist on Subject <br />Property 2, the applicant would need to obtain a Wetlands Resource <br />Permit prior to site development. That requirement is in effect <br />under either the existing or the requested land use designation. <br />For that reason, the proposed amendment would have no significant <br />negative environmental impact. <br />CONCLUSION <br />The proposed future land use policy and land use designation <br />changes are consistent with the comprehensive plan, compatible with <br />all surrounding land uses, and will cause no adverse impacts on the <br />environment or the provision of public services. The proposed <br />changes increase land use efficiency and implement economic <br />development policies while decreasing the county's overallocation <br />of C/I designated land. Finally, adoption of the proposed new land <br />use policy and DCA's sufficiency determination of the county's EAR <br />addresses the ORC Report objections. For these reasons, staff <br />supports the request. <br />RECOZQ=ATION <br />Based on the analysis performed, staff and the Planning and Zoning <br />Commission recommend that the Board of County Commissioners approve <br />this request. <br />MARCH 18, 1997 101 BOOK ��G974, <br />
