Chandler <br />County Administrator <br />Community Develcoent lDsrector <br />TBROUGfis Sasan Rchani, AICP •2. <br />Chief, Long -Rang Planning <br />FROM: John Wachtel <br />Senior Planner, Long -Range Planning <br />DATES March 11, 1997 <br />RE: COUNTY nNITIATED REQUEST TO AMEND THE COMPREBENSIVE PLAN <br />TO REDESIGNATE APPROXIMATELY 101.8 ACRES FROM 14-1 ASID AG - <br />2 TO C/I; TO AMEND THE COMPREBENSIVB PLAN TO REDESIGNATE <br />APPROXIMATELY 118.4 ACRES FROM C/I TO PUB; TO EXPAND THE <br />URBAN SERVICE AREA BY 29.5 ACRES; AND TO ADD NEW POLICY <br />1.38 TO THE FUTURE LAND USE ELEMENT <br />PLAN AMENDMENT NUMBER: LVDA 96-07-0225 <br />It is requested that the data --herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of March 18, 1997. <br />DESCRIPTION AND CONDITIONS <br />This is a request to redesignate approximately 101.8 acres from M- <br />1, Medium -Density Residential -1 (up to 8 units/acre) and AG -2, <br />Agricultural -2 (up to 1 unit/10 acres) to C/I, Commercial/ <br />Industrial Node, while simultaneously redesignating 118.4 acres <br />from C/I, Commercial/ Industrial Node, to PUB, Public Facilities. <br />The subject tracts are under separate ownership. <br />More specifically, the request involves reconfiguring two nodes. <br />The proposed amendment will remove 118.4 acres from the 9th Street <br />S.W. (Oslo Road)/74th Avenue Commercial/Industrial Node, while <br />simultaneously adding 101.8 acres to the SR 60/I-95 Commercial/ <br />Industrial Node. Granting the request would result in a decrease <br />in the county's total amount of C/I designated land. Additionally, <br />the request involves extending the county's Urban Service Area <br />(USA) boundary approximately one-eighth of a mile to the west, on <br />the north side of SR 60. That change would result in a USA <br />expansion of approximately 29.5 acres. Finally, the request also <br />involves adding a new policy to the future land use element of the <br />comprehensive plan. <br />The property to be redesignated to C/I is located at the northeast <br />corner of SR 60 and 102nd Avenue and will be referred to as Subject <br />Property 1. The request involves changing the land use designation <br />of this tract from M-1, Medium -Density Residential -1 (up to 8 <br />units/acre) and AG -2, Agricultural -2 (up to 1 unit/10 acres) to <br />C/I, Commercial/ industrial Node. A concurrent rezoning of Subject <br />Property 1 is not part of this request. <br />The property to be redesignated to PUB is located between 9th <br />Street S.W. (Oslo Road) and 13th Street S.W. (Kelly Road), <br />approximately one-half of a mile west of 74th Avenue. This <br />property, recently acquired by Indian -River County's Solid Waste <br />Disposal District (SWDD) for future landfill expansion, or <br />potentially the site of a recycling based waste conversion center, <br />will be referred to as Subject Property 2. The request involves <br />changing the land use designation of this tract from C/I to PUB. <br />A concurrent rezoning of Subject Property 2 is not part of this <br />request. <br />The purpose of this request is to redesignate Subject Property 2 to <br />reflect its current public ownership, as well as to facilitate the <br />development of an industrial park on and around Subject Property 1. <br />The creation of such a park implements policies of the county's <br />Overall Economic Development Plan and of the Economic Development <br />MARCH 18, 1997 <br />88 <br />
