Tabar, <br />Coastal Engineer `J <br />SUBJECT: Emergency Permits for the Construction of <br />Seawalls for the Millar & Somoza Properties <br />Upon your request of March 6, 1997, the siting and design of the above referenced <br />seawalls have been reviewed. County staff has conducted site visits, contacted <br />FDEP Bureau of Beaches and Coastal Systems and reviewed said seawalls for <br />conformance with Florida Statutes <br />County and FDEP staff have determined the location (alignment) of the seawalls <br />to be consistent with accepted engineering practice. The approved alignment has <br />been slightly modified to allow a smoother transition between the properties (see <br />attached drawings) and a more seaward location established on March 6, 1997 <br />along the southern end of the Millar property. Said seawall has been designed to <br />provide a reasonable level of protection while reducing adverse impacts to the <br />dune -beach system, marine turtles, and adjacent properties. Mrs. Millar, as of <br />yesterday, seemed to accept these recent changes. <br />The construction activity will be the minimum- required to properly install the <br />seawalls and will not result in the de -stabilization of the dune -beach system <br />seaward of the seawalls. <br />The drawings submitted clearly show a design for a permanent structure and <br />county staff has cautioned the use of the emergency permit provision for such a <br />structure. The emergency provision is intended to provide temporary protection <br />and the FDEP has the authority to require removal of the structure.
