UTILITY IWACT FEES REFiJND <br />Chairman Eggert advised that there have been numerous <br />complaints from people who had paid their utility impact fees <br />during the period March lith (when the reduction of impact fees was <br />on the agenda and deferred) and March 18th (when the reduction of <br />water impact fees actually occurred - Res. #97-21). She felt <br />individuals who had paid their impact fee during that period were <br />penalized. She suggested that the Board consider this matter and <br />make a change. <br />County Attorney Vitunac advised that the Utilities Department <br />had said they had no objection to giving refunds to anybody who <br />paid their water impact fee during that week. <br />Utility Services Director Terry Pinto estimated that 12 people <br />had paid and that the Utilities Department had recommended the lith <br />as the effective date. He had no problem going back to the 11th <br />and refunding any overage amounts on water impact fees paid after <br />that, but warned that if they were to go back further it would <br />create a problem. <br />ON MOTION by Commissioner Ginn, SECONDED by <br />Commissioner Tippin, the Board unanimously (4-0, <br />Commissioner Macht being absent) approved back- <br />dating the lowered rate to March 11th and refunding <br />the difference to those who paid their impact fees <br />between March 11th and March 18th, 1997. <br />RESOLUTION SUPPORTING FUNDING THROUGH LWCTF FOR <br />PURCHASE OF PROPERTIES WITHIN THE ARCHIE CARR REFUGE <br />Commissioner Adams requested a resolution to support funding <br />to the Land and Water Conservation Trust Fund, for federal monies <br />o. F <br />to purchase properties within the Archie Carr Wildlife Refuge in <br />Indian River County from willing sellers, in order to protect our <br />turtle nesting habitat. She advised that the amount needed <br />currently was calculated at $5 million. <br />ON MOTION <br />by Commissioner <br />Adams, SECONDED by <br />Commissioner <br />Ginn, the Board unanimously <br />(4-0, <br />Commissioner <br />Macht being absent) adopted Resolution <br />No. 97-23 <br />in support of <br />Federal funding <br />for <br />additional land acquisition <br />in the Archie <br />Carr <br />National Wildlife Refuge. <br />45 <br />March 25, 1997 <br />BOOK <br />' " F4641 <br />
