Grimm, <br />pursuant to recommendations by staff. <br />DEED WILL BE RECORDED IN THE OFFICIAL RECORDS <br />OF INDIAN RIVER COUNTY <br />I. Collection of Unpaid Special Assessments - Establishment of <br />Procedures <br />The Board reviewed -a Memorandum of -March 20, 1997: <br />TO: Board of County Commissioners <br />�b <br />FROM: Terrence P. O'Brien, Assistant County Attorne;""F <br />DATE: March 20, 1997 <br />SUBJECT: ESTABLISHMENT OF PROCEDURES FOR THE - <br />COLLECTION OF UNPAID SPECIAL ASSESSMENTS <br />This memorandum was developed in response to comments made at a <br />Commission meeting concerning the subject matter. It is the result of <br />the coordinated effort of the Tax Collector and his staff and the office of <br />the County Attorney. <br />The County from time to time approves projects, such as paving and <br />drainage and water and sewer, which result in the levy of a special <br />assessment on the benefited property to pay for the improvement. <br />Paying these special assessments in one lump sum creates a financial <br />burden on some property owners; therefore, the Commission usually <br />provides two years for malting payments, and in some instances, as <br />much as five years has been allowed. <br />The special assessment roll, after adoption, is forwarded to the Indian <br />River County Tax Collector for collection. The payment period begins <br />after the project is completed and the "as built7 resolution is adopted. <br />The Tax Collector sets up a program for collection of said assessment. <br />The Tax collector will . allow monthly payments during the period for <br />payment provided the person sets up a monthly schedule and adheres to <br />it. When the period for payment ends irregular payments will not be <br />accepted because of the accounting problems. Any unpaid balance plus <br />interest must be paid in full; however this does not always happen and <br />the County is left with some unpaid balances. There are no formal <br />established procedures for the collection of any of these unpaid balances. <br />The purpose of this memorandum is to explore the various avenues <br />available to the Commission to effect collection. <br />80,OK 1 PAGE 31 <br />APRIL 19 1997 25 <br />
