BOOK 101 PAGE 58 <br />believed the equity of the situation lies with County; however, <br />there are also risks to the County in litigation. <br />Director Davis felt that the County and State had enough <br />interest in the right-of-way to accomplish the purposes except for <br />the west 330 feet and the $77,000 which was paid in cash more than <br />adequately compensated for that west 330 feet. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Ginn, the Board unanimously accepted <br />the developer's counter -proposal of a $92,000 impact <br />fee credit to settle the matter, and authorized <br />staff to notify the title insurer of a pending <br />claim. <br />LAND ACQUISITION CONDHEEEE REPORT - CARSON PLATT <br />PROPERTY - ST JOHNS RIVER WATER MANAGEMENT DISTRICT <br />The Board reviewed a Memorandum of March 26, 1997: <br />To: Board of County Commissioners <br />From: Carolyn K. Eggert <br />Chairman <br />Date: March 26, 1997 <br />Subject: Land Acquisition Advisory Committee Report <br />The Land Acquisition Advisory Committee (7 members) came to a concensus <br />to ask the County Commission to approve paying 25% share of Carson Platt <br />property if St. Johns/C.A.R.L. can negotiate a deal. <br />Chairman Eggert noted that, regarding the pending auction of <br />the Carson Platt property, the Board has never agreed to a <br />participant 25% payment. <br />Environmental Chief Roland DeBlois advised the Board that in <br />October a review of projects will begin. These projects are <br />contemplated to be purchased by 3 agencies in the following <br />percentages; CARL 25%, SJRWMD 50%, and the County 25%. The Carson <br />Platt property is being auctioned in 2 weeks and has a couple of <br />benefits to the County such as fulfilling Comp Plan objectives. <br />Commissioner Macht inquired whether the County will receive an <br />interest in the title, and Mr. Deblois stated that SJRWMD is <br />willing to work with the County on this. <br />APRIL 11 1997 52 <br />
