- M <br />she moved there in 1985. Her largest concern was the safety of her <br />children who cannot ride their bicycles to visit their friends one <br />street over. Her children have had beer bottles thrown at them, <br />and been subjected to obscene gestures and obscene language. She <br />asked the Board to do whatever possible to keep the neighborhood <br />safe even if it means using speed bumps to slow the traffic. <br />Tom Holman, 4515 16th Street, thought the traffic on 16th <br />Street has gotten out of hand for several reasons. He believed it <br />is necessary to make SR -60 more convenient as a thoroughfare. He <br />suggested a right-hand turn lane (west -bound) at the intersection <br />of 43th Avenue and 16th Street, with signs directing people to the <br />Mall or SR -60. He also suggested a sign at 43rd Avenue saying that <br />16th Street to the west is a residential street. They could also <br />install speed bumps if necessary. <br />Ernie Rovella, 1590 Rosewood Road, a long time resident of the <br />area, recounted what life was like in the early days when Rosewood <br />was a dirt and dusty road without traffic. He agreed with Mr. <br />Holman that traffic should be directed to SR -60 and not through <br />their residential neighborhood. <br />Jack Dritenbas, a resident of Sundowners off 16th Street, <br />suggested that the property owners be given an opportunity to meet <br />with County representatives so everyone can voice their opinion, <br />rather than take the entire day here at the Board meeting. He <br />hoped to be able to meet with staff to express his ideas. <br />Nicholas Limbaris, DDB, 1526 48th Court, focused his remarks <br />on the options given regarding the bridge. He agreed the bridge <br />should not be removed. He suggested the entry to the bridge be <br />smoothed out. He could not see incurring the additional expense of <br />replacing the bridge by using the logic of needing a left -turn <br />lane. He did not believe the neighborhood was deteriorating, but <br />agreed that traffic had increased. He maintained that the Board <br />should not encourage the traffic to get any worse. <br />In response to Chairman Eggert, Director Davis described and <br />defined the uses of the classifications of local, collector, and <br />arterial roadways. He advised that staff has kept traffic on 16th <br />as low as possible, but it is still more than a local road. He <br />recounted history of the road since 1982 and told how staff has <br />tried to calm the traffic. He described strategies the State is <br />using to calm traffic throughout the state and advised that staff <br />is planning more ways to calm the traffic, such as increasing speed <br />limit signs which has proved successful on Indian River Drive. <br />25 <br />April 8, 1997 BOOK 1 U PAGE V <br />
