Chairman Eggert thought it would not lead to a proliferation, <br />but would occur only in areas which have unique circumstances where <br />a unique solution may be warranted. <br />Commissioner Adams was concerned that if steps are taken to <br />calm 16th Street, it may increase the traffic on 12th Street, 8th <br />Street, and so on in a domino effect. She asked for traffic flow <br />figures for 12th Street. <br />Director Davis gave the figures for traffic flow on 12th <br />Street between 43rd and 58th Avenues. He explained that the <br />figures were lower because there is less -development but new <br />development is coming to 12th Street. 12th Street is also more <br />remote to the commercial areas. The number of vehicles doubles on <br />12th Street between 43rd and 27th Avenues. He advised that 12th <br />Street is designated as a minor arterial road, with a higher <br />classification than 16th. Both 16th and 12th are operating a "C" <br />or better level of service. <br />There was considerable discussion in the forming of the <br />motion, with several suggestions offered which have been <br />incorporated in the following. <br />MOTION WAS MADE by Commissioner Macht, SECONDED BY <br />Commissioner Tippin, to install a stop sign with <br />warning "ripples"; to increase and enhance speed <br />limit signs; to confer with the Sheriff to ask him <br />to upgrade law enforcement in the area; and to <br />install "ripples" east of the bridge in the <br />eastbound lane. <br />Director Davis reiterated staff's preference to increase <br />traffic calming strategies to see how effective they will be, <br />particularly with enforcement, without having to install an <br />unwarranted stop sign, which could create a safety problem. <br />In supporting the motion, Commissioner Tippin was reminded of <br />his earlier unsuccessful attempts to try to stop the paving of <br />Rebel Road (now 5th Street SW) when Alma Lee Loy was Chairman. <br />They wanted it to remain unpaved because they enjoyed riding their <br />horses on the dirt road. He recalled that only 6 families lived <br />between 27th and 43rd Avenues at the time so he did not have the <br />support of so many neighbors. <br />THE CHAIRMAN CALLED THE QUESTION and the motion <br />carried unanimously. <br />27 <br />April 8. 1997 Boni 101 PAGE 0 <br />
