CONSENT AGENDA <br />Commissioner Adams pointed out, in Item 7.E., there is no <br />"Tourist Tax Development Committee". It should be corrected to <br />read "Tourist Development Council". <br />A. Reports <br />Received and placed on file in the office of the Clerk to the <br />Board: <br />Substance Abuse Council of Indian River County, Inc., <br />Financial Statements and Reports of Independent Certified <br />Public Accountants - Sept. 30, 1996. <br />B. Proclamation - Crime Victims' Rights Week <br />PROCLAMATION <br />WHEREAS, one violent crime is committed in America every 18 <br />seconds; and <br />WHEREAS, 36.9 million Americans are victimized in the United <br />Stateseach year, and of those, 9.9 million are victims of violent <br />crime; and <br />WHEREAS, crime victims play an indispensable role in bringing <br />offenders to justice; and <br />WHEREAS, law-abiding citizens are no less deserving of <br />justice, rights, resources, restoration and rehabilitation than the <br />violent offenders who victimize them; and <br />WHEREAS, crime victims and their advocates over the past two <br />decades have made unparalleled progress toward balancing the scales <br />of justice in our criminal justice system; and <br />WHEREAS, the bells of liberty and justice are ringing across <br />America in support of the millions of survivors of crime, their <br />families and advocates who deserve justice; and <br />WHEREAS, as a nation devoted to liberty and justice for all, <br />America must increase its efforts to protect and restore crime <br />victims' rights. <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA that the week of <br />April 13 to April 19, 1997 be designated as <br />CRIME VICTIMS' RIGHTS WEEK <br />in Indian River County, and the Board urges all citizens of this <br />county to support victims' rights and criminal justice issues <br />throughout the year. <br />Adopted this 8 day of April, 1997. <br />BOARD OF COUNTY COMMISSIONERS <br />INDIAN RIVER COUNTY, FLORIDA <br />Carolyn .
