E. Bid #7040 - Legal Advertising - Press journal <br />The Board reviewed a Memorandum of April 2, 1997: <br />TO: Board of County Commissioners' <br />FROM: Terrence P. OBrien, Assistant County Attorney -11-061 <br />DATE: Apri12, 1997 <br />SUBJECT: AWARD OF BID FOR LEGAL ADVERTISING <br />The County issued RFP #7040 "Publication of Official Notices and Legal <br />Advertisements." The County only received one proposal and that was from the <br />Press Journal. The unit price quoted was one column inch at $4.95. The Press <br />Journal has recently changed its column width so that last years prices cannot <br />be directly compared. An analysis and comparison of 1996-1997 prices vis a <br />vis 1997-1998 prices is attached. Under the new prices single run ads are less <br />expensive and multiple run ads are more expensive. Display ads have <br />increased 10%. <br />On balance and considering that there is no competition, the costs are not out <br />of line. It is recommended that the Board of County Commissioners accept the <br />bid of the Press Journal. <br />As an ancillary matter, the cost of advertisements can be reduced by reducing <br />the amount of information provided to the public in the newspaper. For <br />example, see a copy of the attached advertisement for Consulting Services for <br />Indian River County's Water Treatment Plants dated 3/19/97. This ad could <br />be reduced by 60%. It could give a short description of the services needed. <br />Eliminate "General Criteria for Selection," "Form of Proposals - Proposal <br />Content," "Insurance Requirements" and tell the public that complete <br />information may be obtained fcou7 the Purchasing Manager. 'There is no legal <br />requirement to provide all of these details in the ad. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Macht, the Board unanimously awarded <br />Bid 17040 to The Press Journal, as recommended by <br />staff . <br />AGREEMENT <br />WILL <br />BE ON <br />FILE IN THE OFFICE <br />OF <br />THE <br />CLERK <br />TO THE BOARD <br />WHEN EXECUTED AND RECEIVED <br />BOOKJIU� FACE <br />APRIL 15, 1997 11 <br />
