Chairman Eggert inquired why no former employees are allowed, and Commissioner Ginn felt <br />that would impact the independence of the committee. <br />Chairman Eggert wondered whether the term of office should be 4 years, and Commissioner <br />Adams thought 2 would be good. <br />Chairman Eggert had a problem with 4-B. She wanted it to be clear that the members would <br />"assist and suggest" but not interfere with day-to-day operations unless asked by the Board or the <br />Administrator. <br />Commissioner Ginn questioned whether to take out "on its own initiative". <br />County Attorney Vitunac suggested changing "their" to "the Board's". <br />Chairman Eggert wanted "upon its own initiative" removed. <br />Commissioner Ginn suggested taking out 'B" and using "C". <br />Commissioner Adams wondered if the members would have to come to the Board for <br />everything, and County Attorney Vitunac stated that the committee will meet routinely and will be a <br />sounding board for the Commission. <br />Commissioner Ginn suggested taking out "D" also. <br />Chairman Eggert wanted to know whether we need to open the membership to lay people at <br />large, and Commissioner Adams suggested leaving it like it is and trying it. She then questioned <br />whether a commissioner should be on the Board. <br />After discussion, Chairman Eggert felt she would like to see Commissioner Ginn do it for a <br />year or 2. <br />Commissioner Adams emphasized that early leadership is very important. <br />Chairman Eggert reviewed the modifications to the proposed resolution: no employees or <br />former employees - each Commissioner shall appoint one member with utility or finance experience, <br />elect one member at large, and one Commissioner who shall serve as chairman - the vice chairman shall <br />be elected at January meeting — remove 4. B. and D., keep 4.A and C. <br />ON MOTION by Commissioner Adams, SECONDED by Commissioner <br />Tippin, the Board unanimously (4-0, Commissioner Macht being absent) <br />adopted Resolution No. 97-37, as amended, establishing the Indian River <br />County Utility Advisory Committee. <br />97 <br />April 22, 1997 <br />
