BOOK 10i PAGE 228 <br />Monies received in auction of the old courthouse and other buildings were several thousand dollars over <br />the appraised value of those properties. Based on these successful results, staff discussed the same type <br />sale with the same company Karlin Daniel and Associates, Inc. This company has proposed a plan that <br />would include an advertising budget of $3,855.24 with no up front cost to the County. Their expenses and <br />profit are derived from a "buyer's premium" which they collect above and beyond the selling price. <br />RECOMMENDATION: <br />Staff makes the following recommendations: <br />1. Parcels 1 through 5 be declared surplus. (Parcels 6 through 10 were declared surplus at a earlier <br />date). <br />2. Authorize these properties to be sold at a public auction under a "reserve.format". Since the <br />property is owned by a governmental agency, a gross reserve -figure of $124,000 is recommended <br />A gross reserve figure would remove price reservations from potential bidders and allow them <br />to establish the full market value at the auction. The County Attorney's Office feels this <br />would meet all statutory requirements. <br />3. Authorize Karlin Daniels & Associates to auction off Parcels 1-10 to the highest bidder in <br />accordance with Florida Statutes. <br />4. Authorize the Board Chairman to execute an auction and Purchase agreement in advance of <br />the sale as was done at the last surplus real property sale. <br />In response to Chairman Eggert's concern about using Karlin Daniels versus using a local <br />auctioneer, Director Dean responded that the auctioneer who worked for Karlin Daniels is a local <br />resident. He added that we are not required to go out to bid as this item falls under the Purchasing <br />Ordinance. Staff had looked at it and had determined it best for the County to use the services of <br />Karlin Daniels in this instance. <br />Commissioner Adams was concerned about the fifth parcel (old water treatment plant site) and <br />suggested that the City of Sebastian be contacted to see if they are interested in it for a neighborhood <br />park <br />Commissioner Ginn agreed that was a good point. <br />County Administrator James E. Chandler advised that he would contact Sebastian's City <br />Manager Tom Frame to see if the City is interested. <br />Commissioner Adams then asked if Habitat for Humanity would be interested in any of the <br />Parcels, and Director Dean advised that the list would be made available to them as part of the process. <br />Commissioner Ginn asked about the advertising budget, and Director Dean advised that the <br />$3,855.24 amount will be used as the advertising budget. There will be no cost to the County for <br />advertising. The advertising cost is included in the buyer's 10% premium.. <br />April 22, 1997 <br />
