9.B.1. PUBLIC DISCUSSION - OUT-OF-STATE RETIREE BENEFITS
UNDER COUNTY'S BLUE CROSS/BLUE SHIELD INSURANCE PLAN -
JOSEPH P. BOBROWSKAS
The Board reviewed a letter of April 7, 1997 and a Memorandum of April 30, 1997:
April 7, 1997
Board of County Commissioners
1840 25th St.,
Vero Beach, Fl. 32960
Re: County Commission Meeting
Gentlemen,
Please include me on the agenda of the County Commission
Meeting of May 6, 1997.
I would like to discuss the out of state retiree benefits
of Blue Cross/Blue Shield.
Your consideration in this matter is appreciated.
Sincerely,
seph P. Bobrowskas
P.O. Box 413
HayesVi.11e, N,C, 28904
T0: Jame E. Chandler, County Administrator
FROM: Ron . Baker, Personnel Director
DATE: April 30, 1997
RE: Retiree's Request to Discuss Out -of -State Health Benefits
BACKGROUND:
Mr. Joseph Bobrowskas is requesting to meet with the Board of
County Commissioners to discuss the group health insurance
out-of-state benefits. Mr. Bobrowskas' main complaint is the
$15.00 co -payment benefit offered to members in Florida, which is
not extended to members living outside the state.
A retiree who lives out of state does receive the higher benefit of
80/20 co-insurance with $200 deductible whether utilizing PPC or
Non PPC providers. The level of benefits provided to Mr.
Bobrowskas is equivalent to the level provided by Acordia.
Blue Cross Blue Shield of Florida has informed out-of-state
retirees that other Blue Cross plans are proprietary and out-of-
state physicians are not contracted with Blue Cross Blue Shield of
Florida.
Jim Thomas, Blue Cross Blue Shield Representative, and Mackie
Branham with O'Neil, Lee & West will be available to discuss the
out—of—state benefits and to answer questions.
BOOK 101 FACE 354
MAY 611997 71
