-During the process of creating this ordinance, we had the opportunity to review a document that <br />was published more than ten years ago—the report on the availability of services for children in <br />Indian River County. <br />•In this report, there were additional or expanded needs identified: <br />Therapeutic foster homes Community work sites for youth <br />Trained volunteers to work with families Visiting health services <br />Access to wholesome recreation for all children Safe and sanitary housing <br />• It is evident than a lot of progress has been made in the following areas much under the <br />direction the BCC: <br />*The CCCR project began addressing the need for affordable, quality child care. <br />-Primary Care for needy children has fallen under the preview of the health department. <br />-Prenatal Care through Indian River Memorial Hospital's Partner's Program <br />-Healthy Start initiative has expansion of Medicaid coverage and home visiting services <br />to pregnant women. <br />However, we are still faced with the same if not greater challenges that threaten the well being of <br />our children. <br />23 <br />MAY 13, 1997 <br />14 ,0` - I. <br />
