<br />INDIAN RIVER COUNTY BID NO. 4039 - BID AWARD
<br />INDIAN RIVER COUNTY PROJECT NO. US -90 -20 -DC.
<br />On September 20, 1994, the Board of County Commissioners approved and authorized Camp
<br />Dresser & McKee, Inc., engineer, to design, permit, and advertise for bid, etc. The project was
<br />advertised, with all permits being acquired except for Environmental Resource Permit which will be
<br />issued shortly. Bids were received from 5 contractors on April 2, 1997.
<br />ANALYSIS
<br />The Department of Utility Services Staff received bids that range from $8,347,000.00 to
<br />$8,754,000.00. The lowest bid of $8,347,000.00 that was received from Wharton -Smith, Inc is
<br />11.3% above the engineer's estimated cost (see attached tabulation) of $7,500,000.00. The County
<br />and the engineer have investigated and spoken with the City of Orlando and Daytona Beach. Their
<br />Wastewater Treatment Plants costs were 15-25% higher than estimated in the past two (2) years.
<br />This is the result of a high demand for Wastewater Treatment Plant contractors.
<br />The base bid includes construction of the plant expansion to 2.0 MGD, removal and replacement of
<br />headworks screen, installation of a telemetry system, allowances for independent testing laboratory
<br />services, roof replacement, renovating of the existing generator room into instrumentation and control
<br />room and the operation building, allowance for electrical wire and performance/payment bonds.
