PUBLIC DISCUSSION - COUNTRY CLUB POINTE SUBDIVISION - <br />RICHARD BOGOSIAN, REPRESENTATIVE - REQUEST FOR COUNTY <br />TO DREDGE BOAT CANALS <br />The Board reviewed a Memorandum of May 14, 1997, a letter of February 3, 1997, and a <br />drawing submitted by Mr. Bogosian: <br />TO: James Chandler <br />County Admini or <br />FROM: James W. Davis, P. <br />Public Works Direct <br />SUBJECT: Request for County to Dredge Boat Canals <br />Country Club Pointe Subdivision <br />Richard Bogosian, Representative <br />DATE: May 14, 1997 <br />In the late 19Ws, the plat of Country Club Pointe Subdivision established two canal right- <br />of-ways which are currently being used by Country Club Pointe property owners for <br />drainage and boat access. The canals conned to the 300' wide Main Relief Canal right-af- <br />way owned by the Indian River Farms Water Control District Over the past several years, <br />sediment and sift has been deposited in the mouth of the canals causing a narrowing and <br />shallow depth. Richard Bogosian, resident of Country Club Pointe, is requesting the <br />County or the Indian River Farms Water Control District to dredge and restore the canal <br />cross-section. <br />The primary siltation is at the mouth of the two canals which lies within the 300' wide Main <br />Relief Canal right-of-way. The Drainage District has not dredged the Main Canal for <br />several years and does not maintain the mouth of tributaries that are not a part of their <br />canal system. To staffs knowledge, the County has not dredged these two tidal canals <br />in the past 16 years. The County did dredge the 14th Street Canal in 1989, but that canal <br />served a large drainage water shed consisting of all of the land east of Old Dixie Highway <br />in the south Vero Beach area. <br />A very similar request was recently made by the Vero Shores Property Owners in south <br />county. The County helped with permitting, but the canal dredging was funded by the <br />property owners through their Property Owner's Association. <br />Alternative No. 1 <br />Approve the request and authorize staff to apply for dredging permits. Once <br />permits are obtained, land clearing of portions of the Main Relief Canal right-of-way <br />must take place. After the clearing, the mouth of the two canals could probably be <br />dredged from land by using a drag -line. The County's drag -line has limited boom <br />to reach the centerline of the canal, but work could take place from each side. <br />Costs should be assessed to the benefitted property owners. <br />Alternative No. 2 <br />Deny the request. Several similar situations exist in the County such as River <br />Shores, Hobart Landing, etc. <br />Staff is reluctant to approve the request since many similar project requests may follow and <br />a precedent would be established. <br />MAY 20, 1997 <br />59 <br />GO�� PAGE ��' <br />
