UW -96 -18 -DS <br />BACKGROUND <br />On July 31, 1996, the Indian River County Board of County <br />Commissioners approved temporary water service for Alan R. <br />Schommer. Service was to be installed for property on the east <br />side of US 1 from the water line on the west side of IIS 1 prior to <br />an agreement and understanding that said property would be subject <br />to an assessment for installation of a permanent water main on the <br />east side of US 1 from 39th Street north to the entrance of Grand <br />Harbor. At the same meeting, the Board of County Commissioners <br />authorized the Utilities Department to begin the process of <br />engineering, permitting, and assessment of the area between 39th <br />Street and Harbor Drive. <br />On September 10, 1996, the Board of County Commissioners approved <br />the project survey and construction of an 8 -inch jack and bore <br />under US 1 in lieu of the 2 -inch temporary water line service and <br />Proceeding with the project as outlined. (See attached agenda <br />items and minutes.) Design has been completed by the Department of <br />Utility Services staff, and we are ready to begin the assessment <br />process associated with this project. <br />ANALYSIS <br />Within the project area, there are 35 commercial parcels, including <br />14 improved and 21 unimproved, to benefit from this project --19 <br />properties are .50 acre or less, 3 are greater than .50 acre and <br />less than 1 acre, and 13 are greater than 1 acre. The attached map <br />displays the area to benefit from the assessment project. This <br />project is to be paid through the assessment of property owners <br />along the proposed water line route. In the interim, financing <br />will be through the use of the assessment fund. Design services <br />have been completed by the Department of Utility Services. <br />Attached are Resolutions I and II for the assessment project. The <br />total estimated project cost to be assessed is $223,299.89. The <br />estimated cost per square foot is $0.176227 (rounded). <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the attached resolutions, <br />which approve the preliminary assessment roll and establish the <br />public hearing date. <br />MAY 202 1997 <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Ginn, the Board (4-0, Commissioner Tippin <br />being absent) unanimously adopted Resolution 97-057 <br />providing for water service to the east side of US. Highway #1 <br />(39th Street to Harbor Drive); providing the total estimated <br />cost, method of payment of assessments, number of annual <br />installments, and legal description of the area specifically <br />served. <br />88 <br />
