<br />BACKGROUND
<br />For the previous seven fiscal years, Indian River County has been allocated grant funds from the
<br />Florida Department of Community Affairs (FDCA) to fiord local anti-drug abuse programs. The
<br />Board funded the following programs the last two years:
<br />The County Administrator's Office received a letter dated March 12, 1997 from FDCA stating that
<br />Indian River County has been allocated $157,777 in federal grant funds for FY 1997/98, $1,943 more
<br />than I= year, to fimd local ami -drug abuse programs. The letter also requested the Board to serve
<br />as the coordinating unit of government in applying for the funds. The Board, during its March 25,
<br />1997 regular meeting, accepted the invitation to serve as the coordinating unit of government and
<br />named Joseph A Baird,-Offrce"bfManagement and Budget, Director, as the contact person.
