BOOK 101 PUE &J <br />Bill Nelson stated that he was the victim of an attack by 2 Rottweiler dogs while walking his <br />own dog on February 28, 1997. There were 2 people with the dogs, and the dogs were not wearing <br />leashes or muzzles. Mr. Nelson was knocked to the ground after moving his dog behind him in an <br />attempt to protect it. When Mr. Nelson tried to get up, he discovered he could not lift his right arm. <br />He went to the emergency room and discovered there were 4 broken bones in his right shoulder. He is <br />still wearing a sling and if the problem has not been corrected within 6 months, he will have to have a <br />bone transplant. <br />Mr. Nelson related that the man that owned the dogs said that the one who attacked was not <br />his dog but a stray. He was fined $65 for not having the dog on a leash and stated that he had no <br />liability insurance. Several of Mr. Nelson's neighbors have already sold their homes because of fear of <br />the dogs. Mr. Nelson expressed his appreciation to the Board for their concern <br />The Chairman asked if anyone else wished to be heard in this matter. There being none, she <br />closed the public hearing. <br />MOTION WAS MADE by Commissioner Adams, SECONDED by <br />Commissioner Macht, that the Board unanimously adopted Ordinance <br />97-19, as amended, amending Chapter 302 — Animal Control and <br />Kennel Regulations to Establish a Fee Procedure for Dangerous Dogs. <br />Commissioner Macht, under discussion, questioned why the situation was allowed to go on for <br />such a length of time as to virtually make prisoners out of the neighbors. <br />Chairman Eggert also questioned whether an investigation was made when the dogs were <br />registered. <br />Emergency Services Director Doug Wright stated that citations were issued, however, the <br />problem was that Mr. Nelson could not identify the dog and the dog's ownership was in question. The <br />situation is still being monitored. <br />Chairman Eggert questioned whether a "possibly dangerous" list is kept, and Director Wright <br />advised that such a list is maintained. <br />TIE CHAIRMAN CALLED TIdE QUESTION and the Motion <br />passed unanimously adopting Ordinance 97-19. <br />18 <br />JUNE 39 1997 <br />
