80% <br />101 PACE 672 <br />P.D., the site must be platted prior to the issuance of a <br />Certificate of Occupancy (C.O.) for any portion of the project. <br />The final plat will create one 38.86 acre commercial parcel owned <br />by Wal-Mart Stores, Inc., and will establish stormwater management <br />tracts, conservation easements, utilities easements, and public <br />ingress/egress easements. <br />On September 26, 1996, the Planning and Zoning Commission granted <br />preliminary PD plan/plat approval fqr the expansion of the existing <br />Wal-Mart Store to a superstore. The applicant subsequently <br />obtained site plan approval for all infrastructure improvements for <br />the Wal-Mart and Sam's stores. Currently, the Wal-Mart store <br />expansion and site improvements are under construction and near <br />completion. The developer, Wal-Mart Stores, Inc. through its agent <br />Kimley Horn & Associates, Inc., is now requesting final plat <br />approval and has submitted the following: <br />1. A P.D. final plat in conformance with the approved P.D. <br />preliminary PD plat. <br />All required improvements necessary to provide access and services <br />to the Wal-Mart at Vero Beach have been constructed. The required <br />improvements necessary to serve buildings within the tract are <br />controlled via the PD site plan development process, and will be <br />provided by the developer prior to the issuance of a C.O. for each <br />project building. All required on-site improvements will be <br />private; therefore, there is no requirement for a subdivision <br />warranty maintenance agreement to guarantee publicly dedicated <br />improvements. All off-site improvements will be separately <br />warranted. The developer has complied with all appropriate <br />requirements to obtain final PD plat approval. <br />Staff recommends that the Board of County Commissioners grant final <br />PD plat approval for the Wal-Mart at Vero Beach. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Macht, the Board unanimously granted final PD plat <br />approval for the Wal-Mart at Vero Beach, as recommended by staff <br />34 <br />JUNE 3, 1997 <br />
