john h. dean architect & associates, p.a., a.i.a. <br />June 9, 1997 <br />This original application for this Administrative Use request would have been better handled if we had <br />applied for a Administrative Use rather than a Permitted Use. As it is now, both the PSAC and the <br />Planning and Zoning Commission voted not to recommend the Board of County Commission to support <br />the Permitted Use request. <br />What is before you now is not the same request, but a revised request, which modifies the Permitted Use <br />request to a Administrative Use request. There is a big difference between a Permitted Use request and <br />a Administrative Use request. It is our belief that the Administrative Use request is a proper and fitting Use <br />request for the four of the five parcels of PRO land in our County and that, should any other PRO <br />designation be made in the future by Indian River County on urban principal arterial roads, this <br />Administrative Use would be compatible with the intended use of the PRO zone. <br />The intended purpose of the PRO zone is by County Code. <br />(a) PRO: Professional office district. The PRO, professional office district, is designed to <br />encourage the development of vacant land and the redevelopment of blighted or declining <br />residential areas along major thoroughfares in selected areas of the county. The selected areas <br />will be deemed as no longer appropriate for strictly single-family use but which are not <br />considered appropriate for a broad range or commercial uses, as permitted in a commercial <br />zoning district. The PRO district may serve as a buffer between commercial and residential uses <br />or be established in areas in transition from single-family to more intensive land uses. The PRO <br />district shall be limited in size so as not to create or significantly extend strip commercial <br />development. <br />It is our belief that if the size and scale of a bank or credit institution is administratively limited, as we have <br />listed in our amended Administrative Use request, the requested use is entirely compatible with the <br />presently allowable PRO uses which include: <br />Security and credit institutions (banks do this) <br />Insurance agents, brokers, and service (banks sell insurance and broker securities) <br />Real estate <br />Holding and other investment offices (banks do investments) <br />Legal services <br />Bed and breakfast <br />Advertising <br />Credit reporting and collection (banks do credit collecting) <br />Employment agencies <br />Computer and data processing <br />General and professional offices (banks are offices) <br />Health and medical services offices and clinics <br />Places of worship <br />Cultural and civic facilities <br />Emergency services <br />Libraries <br />Post offices <br />Administrative approved uses of child and adult care <br />Government and administrative buildings <br />Limited public or private utilities <br />'Unless the Lord build the house they labor in vain that build it.' The Administrative Use request is very definitive and, not only limits the size of the <br />facility, but requires a high land use area for the use. <br />The Administrative Use request requirements define a small neighborhood bank which is compatible with <br />all the PRO uses allowed and is not a large, high intensity use facility, as is permitted in CN, CL, or CG <br />zoned areas. <br />28 <br />June 10, 1997 <br />M M M <br />
