RE: Land development Regulation Amendment <br />I wish to change my Land Development Regulation Amendment application, <br />requesting that banks and credit institutions (with automatic teller machines and drive <br />through facilities) be permitted as a ADMINISTRATIVE use within the PRO district. My <br />original application requested that banks, credit institutions, etc. be allowed as a <br />permitted use. <br />The suggested revised conditions are outlined as follows: <br />1. Development site must be located on a majef a#efieF an urban principal <br />arterial roadway. <br />2. Building square footage shall not exceed 3000 square feet of enclosed, air- <br />conditioned space. <br />3. Bank or credit institution shall not have more than three drive -up stations. <br />4. The development site of a bank or credit institution shall be no less than <br />one acre in size per each bank or credit institution. <br />5. Bank and credit institutions shall be limited to one story in height. <br />6. Where the development site of a bank abuts any residentially zoned property, <br />the buffer shall be a TYPE "B" BUFFER. <br />7. Where the development site of a bank abuts any residentially zoned property, <br />the site lighting shall be designed to shield abutting residential properties. The <br />site lighting plan must show outdoor lighting locations, method of shielding light <br />source from adjacent properties and intensity of outdoor illumination. <br />S. Interior Parking Area. 15% of the parking area shall be landscaped or the <br />amount of area needed to provide 1.5 landscape island for every 10 parking <br />spaces, whichever is greater. <br />9. "Drive -up" windows/stations or "loud speakers" shall not face any abutting <br />residential property. They shall be located in such a manner as to minimize any <br />adverse impact to any abutting, residentially zoned property and be designed in <br />such a manner as to be an aesthetic asset to the building and neighborhood. <br />10. All public telephones and ATM's shall be confined to an enclosed space built <br />into the main building or enclosed in a separate structure compatible with the <br />main building's architecture and designed with the safety of the user in mind. <br />11. "Visually offensive elements", as determined by the Indian River County <br />Planning Department, shall be concealed from view on all sides by approved <br />screening devices. <br />These conditions are suggested and may not be all inclusive. Likewise, the <br />terminology I have used may need to be refined. The assistance of the planning staff <br />in finalizing these conditions is requested. <br />32 <br />June 10, 1997 <br />
