Therefore, it <br />should include racial or ethnic minorities and women. <br />According to the guidelines, the following elements should be considered when selecting OEDP <br />committee members: <br />I. public leadership <br />► economic and business development organizations <br />► employment and training sector <br />► distressed population, women, and minorities <br />► health and education professions <br />The TCRPC has requested that the Board of County Commissioners appoint five members to the <br />OEDP committee. Those members will represent Indian River County. The OEDP committee <br />appointments may represent any of the interests listed above. <br />As indicated, the EDC has recommended that the Board of County Commissioners not appoint <br />members to the regional OEDP committee and, in fact, has recommended that Indian River County <br />opt not to be included in the regional economic development district. The EDC's position reflected <br />the members' feeling that the county would not benefit from membership in the regional EDD and <br />that the county might lose some if its autonomy by participating in the regional EDD. <br />According to regional planning council staff, there are benefits for local governments participating <br />in a regional EDD. One benefit is an additional 10% federal share on EDA funded projects. Another <br />benefit is technical assistance from EDD staff. A further advantage is that the regional EDD will <br />eliminate the need for county staff to update and maintain the county's OEDP and eliminate the need <br />to submit annual reports. <br />While the EDC's concerns may be valid, it is possible for Indian River County to participate on the <br />regional OEDP committee and opt out of the regional. EDD at a later date. For that to occur, the <br />Board of County Commissioners must appoint representatives to the regional OEDP committee. <br />G WWL <br />Staff recommends that the Board of County Commissioners appoint five members to the regional <br />overall economic development program committee as proposed by the Treasure Coast Regional <br />Planning Council. <br />ATTACHMENTS <br />1.
