6021Y -101' HiCE 7 <br />County staff and the consultant have been working with the Florida Department of <br />Environmental Protection, Bureau of Protected Species Management, to develop an <br />acceptable protocol that will generate precise and accurate data in an efficient, cost <br />effective manner. Following negotiations there were several additional items needed for <br />the "Revised FDEP Turtle Tracking Program". The Consultant has submitted a request <br />for additional funding in the amount of $10,580. <br />Involved in the Consultants request is funding for two global positioning systems (GPS) <br />which would enable the user to record the position of the turtle hatchlings. The suggested <br />make and model of the GPS unit was determined to not have adequate features and <br />functions to perform the necessary tracking for the experiment. <br />County staff have researched several manufacturers and found an acceptable GPS unit. <br />This GPS unit, manufactured by Trimble Surveying and Mapping, would not only be <br />utilized for the turtle tracking but can be used to perform various tasks throughout the <br />County. Several departments have shown interest and support for a purchase of one unit <br />(i.e. Coastal Engineer, Surveying, Engineer, Environmental Planning, and Utilities) and are <br />willing to cost share. The other unit would be rented by the Consultant. <br />The attached Amendment to Contract provides an outline of additional items and costs <br />associated with the Sea Turtle Monitoring Program. The purchase of one GPS Unit and <br />related costs by the County would be very beneficial to many county departments. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends that the Board approve the following requests: <br />1) Amendment to Contract in the amount of $5,000 for additional services for <br />the PEP Sea Turtle Monitoring Program. Funding from Tourist Tax - PEP <br />Reef Project. <br />2) Purchase of a GPS System in the Amount of $ 9,495. Training costs of <br />$2,950 would be funded from Public Works Department 111-243-519- <br />033.19(Other Professional Services) <br />Funding of the GPS System would be as follows: <br />Vero Lake Estates MSBU Fund 185 $ 1,000 <br />(Needed for wetland determination) <br />Transportation Fund 111 Contingency $ 7,495 <br />PEP Reef Contingency Fund $1,000 <br />Total $ 9,495 <br />ATTACHMENT <br />Cost Estimate for GPS Training from Stanley S.
