RAUTH !J <br />STAFFED <br />MANAGER OF WATER/WASTEWATER OPERATIONS 00' <br />BY: <br />DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: <br />CONSOLIDATION OF ELECTRICAL SERVICES AT TEE <br />WEST REGIONAL WASTEWATER TREATMENT PLANT <br />BACKGROUND <br />At the present time, the West Regional Wastewater Treatment Plant <br />is supplied electrical service by two Florida Power and Light <br />accounts. In an effort to reduce the operating cost of the plant, <br />the Board of County Commissioners executed a load control agreement <br />on October 24, 1995 with Florida Power and Light. (See attached <br />documents.) This agreement when implemented will provide an <br />estimated cost savings of between $3,000.00 and $4,000.00 per year <br />in the electric power expenses for the plant. The main provisions <br />of this agreement are: <br />that the plant's total power requirements must be over 200 <br />kwd. <br />that the plant's total electrical load must be curtailable. <br />This load curtailment would occur during times of peak demand <br />for Florida Power and Light. <br />ANALYSIS <br />Utilization of the existing on-site generating capabilities of the <br />plant will provide for the requirement for electrical load <br />curtailment during times of peak electrical demand. By combining <br />the two existing electrical services into one electrical service, <br />the 200 kwd requirement can be met. <br />At the present time, the staff of the Department of Utility <br />Services has received a preliminary written estimate in the amount <br />of $8,163.00 from a qualified electrical contractor (see attached <br />estimate) for the consolidation of electrical service at the West <br />Regional Plant. The estimated cost and scope of this work exceeds <br />the formal bid threshold of $5,000.00, and, therefore, the formal <br />bid process will need to be followed. <br />It is staff's interpretation that the scope of this work will allow <br />the use of impact fee funds. <br />RECOMMENDATION <br />The staff of the Department of Utility Services is requesting the <br />Board of County Commissioners' approval of the allocation of <br />$9,000.00 from the impact fee fund for the consolidation of the <br />electrical service at the West Regional Wastewater Treatment Plant. <br />ON MOTION by Commissioner Macht, SECONDED BY Commissioner <br />Adams, the Board unanimously approved the allocation of $9,000 from <br />the impact fee fund for the consolidation of the electrical service at the <br />West Regional Wastewater Treatment Plant, as recommended in the <br />Memorandum. <br />28 <br />JUNE 249 1997 <br />
