As a result of the permitting process with DEP and various site constraints, some <br />minor changes in the engineer's scope of services and fees need to be addressed. We must <br />incorporate our effluent system control into our County wide communication system, automate <br />--sarw=d..prAxis-fo�.ns�a spec re cent delixr 4.oX-sits. ,Le. Bent Pine Ribs). <br />The original fee for engineering services was $649,200.00. The proposed scope is outlined in the <br />attached letter from CDM dated May 22, 1997, and further detailed in the accompanying <br />Amendment No. 1. <br />As a result of the control issues associated with the non -spec effluent and the implementation of a <br />new County wide plant communication and control system, the controls for the entire effluent <br />system must be incorporated into this project. To meet DEP requirements, additional engineering <br />services work will implement work already proposed in the detailed modeling report which has <br />been prepared by our Master Plan consultant, Brown & Caldwell. The report has been completed <br />and may be utilitized as a guide for implementation of the system automation (See attached report <br />to the proposed CDM Work Authorization).The negotiated fee for the additional services is <br />$7,300.00, for a revised contract price of $656,500.00. <br />As outlined in the attached package from CDM, the staff of the Department of Utility Services <br />will be designing the additional effluent transmission main in-house. For details of the line <br />construction, please see the attached location map. The estimated line construction costs are as <br />follows: <br />1. Construction $ 40,000.00 <br />2. 10% Construction Contingency $ 4,000.00 <br />3. Survey $ 1,000.00 <br />4. Engineering & Permitting (In-house) $ 3.200.00 <br />Total $ 48,200.00 <br />Use for Budget $ 50,000.00 <br />The staff of the Department of Utility Services is satisfied with its negotiated fee for outside <br />engineering services and wishes to complete this project as quickly as possible to allow the <br />bidding of the wastewater plant to commence. Funding for this project will be as follows: <br />1) Effluent line project Impact fee fund <br />2) Engineering for controls with CDM Bond issue fund <br />The staff of the Department of Utility Services recommends approval of Amendment No. 1 with <br />CDM as outlined above, and authorize the Chairman of the Board of County Commissioners to <br />execute same, along with authorization to begin the design and permitting process for the non - <br />spec eluent line, in-hrnice, <br />MOTION WAS MADE by Commissioner Adams, SECONDED <br />BY Commissioner Ginn, to approve staff's recommendation. <br />Under discussion, Commissioner Ginn stated that the Utilities Advisory Committee <br />members were going to the Central Region Wastewater Treatment Plant on the following day. <br />She did not know if they will make any recommendations or if the Board would want them to <br />concerning this matter. <br />Chairman Eggert mentioned that this is a change order. <br />38 <br />JULY 811997 <br />
