Director Dean explained that 15 -minute signs would be placed at the designated spaces <br />for Utility Department parking. <br />Chairman Eggert recalled having talked about special parking spaces for years. She also <br />felt the public would still use the Commissioners' parking spaces in spite of signage to the <br />contrary. <br />a sign. <br />Commissioner Ginn thought it was worth trying because it would not cost any more than <br />Commissioner Adams agreed that one space in the midst of the Commissioners' spaces <br />would not work but she was willing to try it. It did not bother her if the Commissioners did not <br />have designated spaces. She felt that a drive-thru for paying utility bills would be the solution <br />for the problem. <br />Director Dean was not sure that the drive-thru would eliminate the problem as our utility <br />bill paying has been offered in that way at banks and at City Hall, but the people who want to <br />come in and talk to someone are the people who will not use a drive-thru. <br />Chairman Eggert has heard that some people have gotten the idea that if they do not have <br />a bank account, or do not come from the city of Vero Beach, they cannot use a drive-thru for <br />utility payments. She thought it is necessary to help the people who walk in to pay their bills <br />understand better how they can use the drive-thrus and that everyone can use them. <br />Commissioner Ginn suggested we try it and if it does not work, then we can use <br />something else. <br />Commissioner Tippin suggested utilizing the old Wa1Mart or former Penny's. He <br />guaranteed that would help. <br />Commissioner Adams thought many people believe that if they pay directly to the <br />"source", it will get credited and there is less chance for error. She felt that the majority of the <br />people who come in to pay are doing it on the last day, and that we would always get these <br />people, especially on "cut off' days. She felt that these parking spaces could be done, but that <br />we still needed to be moving towards the drive-thru at the Utilities Department that the Board <br />has been talking about for five years or longer. <br />Commissioner Ginn mentioned that the problem has been approval from the City of Vero <br />Beach and (as a former Commissioner of that city) that she had no influence. <br />Administrator Chandler reviewed all of the plans that had been considered in past years. <br />Chairman Eggert was amazed at the number of calls which come up periodically about <br />the payments by mail to Orlando. <br />42 <br />JULY 89 1997 <br />M M M <br />
