The proposed displacement of the floodplain below 4.3 ft. for <br />which the waiver is required is 296 cubic yards as indicated in the attached letter from the applicant's <br />engineer dated June 25, 1997. <br />ALTERNATIVES AND ANALYSIS <br />The project meets the art and fill balance waiver criteria provided in Section 930.07(2)(d)1. of being <br />situated in an estuarine environment within the 100 year floodplain along the Indian River and in <br />stairs opinion it appears that all other Stormwater Management and Flood Protection Ordinance <br />requirements can be met without adverse impact on other lands in the estuarine environment. <br />Alternative No. I <br />Grant the cut and fill balance waiver based on the criteria of Section 930.07(2)(d)1. <br />Alternative No. 2 <br />Deny cut and fill waiver. Require an on site retention area be provided to compensate for the <br />proposed floodplain displacement. <br />RECOMMENDATION AND FUNDING <br />Staff recommends approval of Alternative No. 1. <br />ON MOTION by Commissioner Ginn, SECONDED by Commissioner <br />Macht, the Board unanimously granted the cut and fill balance waiver <br />based on the criteria of Section 930.07(2)(d)1, as recommended by <br />staff. <br />7.D.
