Mr. Dean thanked the Board and commented that this use will enable the owner to develop the <br />property to its highest and best use. <br />Chairman Eggert questioned staffs concern about the traffic, and Director Keating responded <br />that staff is not primarily concerned about traffic; but rather that certain high intensity uses should be <br />located at nodes. The site should not be limited to just a bank because the property can accommodate <br />more usage. <br />Director Boling felt a mixture of offices and a bank in the same building would be a better <br />usage ofthe property. <br />Peter Beuttell stated that his personal preference is for an administrative approval rather than a <br />special exception use. <br />The Chairman asked if anyone else wished to be heard in this matter. There being none, she <br />closed the public hearing. <br />ON MOTION by Commissioner Tippin, SECONDED by <br />Commissioner Adams, the Board, by a 4-1 vote (Commissioner Ginn <br />opposed) adopted Ordinance 97-021 amending the following Chapters <br />of the Land Development Regulations (LDRs); Chapter 910, <br />Concurrency Management System; Chapter 911, Zoning, Chapter 954, <br />Off -Street Parking, Chapter 971, Regulations for Specific Land Use <br />Criteria; and providing for repeal of conflicting provisions, codification, <br />severability and effective date. <br />Commissioner Macht wanted it understood that this action by the Board is not a reflection on <br />staff s recommendations. <br />Commissioner Ginn recognized that Mr. Dean and Mr. Beuttell have taken great pains with <br />their plans but felt she should support staffs recommendations due to her pledge of no further <br />commercialization of the area. <br />JULY 15, 1997 <br />BOOK IM' PAGE � <br />23 <br />
