DeBloisiAICP <br />Chief, Environmental Planning <br />DATE: July 9, 1997 <br />RE: Request for Board Approval of a One -Year Contract Extension <br />with FloridAffmity, Inc., for Professional Services Relating to <br />Environmental Land Acquisition <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of July 15, 1997. <br />DESCRIPTION AND CONDITIONS <br />The Board of County Commissioners, at its regular meeting on August 2, 1994, approved a 3 -year <br />contract with FloridAffmity, Inc., for environmental land acquisition and management planning <br />services. <br />Section 4.01 of the contract provides that the County, if desired, may renew the contract for one year <br />periods up to a maximum of three years. <br />Staff is requesting that the Board renew the contract with FloridAffmity, Inc., for a one year <br />period to allow for continuing professional services assistance for the County Environmental <br />Lands Program. <br />ALTERNATIVES & ANALYSIS <br />Since the County originally contracted with F1oridAffinity in August, 1994, the County has succeeded <br />in acquiring 10 environmental properties (± 900 acres). Moreover, in each acquisition to date, the <br />County has secured cost -share funds from other agencies, totaling over $9 million in matching funds. <br />Thus far, the County has spent approximately $10 million of the not -to -exceed $26 million in <br />environmental land bond funds approved by County voters in November, 1992. <br />There are currently 19 properties on the County Land Acquisition Advisory Committee's (LAAC's) <br />annual list of acquisition sites. A number of those sites are under negotiation, including some with <br />approved cost -share funding agreements with state agencies (e.g., the Lost Tree Islands, Round <br />Island South, and the Flinn Tract on south Indian River Boulevard). <br />Staffs position is that F1oridAffnity has done a competent, efficient job in its negotiations with <br />property owners, and in coordinating with cost -share agencies.
