Chandler <br />County Administrator <br />HEAD <br />Robert M Keating, AICP <br />Community Development <br />4-R• <br />FROM: Stan Boling, AICP <br />Planning Director <br />DATE: July 15, 1997 <br />SUBJECT: Consideration of Landscaping Issues: Workshop, Pending Ordinance, and CR 512 <br />Landscaping <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of July 22, 1997. <br />BACKGROUND: <br />In the course of reviewing several recent proposed development projects, the Planning and Zoning <br />Commission asked staff to initiate LDR revisions relating to certain landscape and buffering issues. <br />Also, the Board of County Commissioners has indicated an interest in upgrading landscaping <br />requirements in general. Both the Board and the Commission have expressed an interest in reviewing <br />specific aspects of the county's landscaping and buffer requirements, including: landscape material <br />composition requirements for buffers, minimum tree height in certain required buffers, and <br />landscaping along sites that front on county thoroughfares. <br />To address these concerns, staff has researched alternatives and has drafted modifications to certain <br />landscape and buffer requirements. The drafted proposal addresses certain staff concerns and is <br />intended to: clarify existing code requirements, codify existing interpretations and policy that have <br />evolved since the last update of the land regulations (1991), and address problems with landscape <br />maintenance encountered by planning and code enforcement staff Proposed changes address size <br />requirements for replacement plants, criteria that will curb excessive pruning, use of palms and palm <br />clusters as canopy trees, and codification of portions of the adopted SR 60 and Wabasso corridor <br />plans into the LDRs. <br />28 <br />JULY 22,1997 <br />
