"Sonny" Dean, Director <br />Department of General Services <br />FROM: <br />Terry Smith, Telecommunications er <br />Mary Powell, Library Services Directo <br />Fran Powell, Purchasing Manager <br />SUBJECT: <br />Sole Source Justification /Interface Electronics Inc. <br />BACKGROUND <br />Secretary of State Sandra Mortham issued the directive that through the public <br />libraries all citizens in Florida will have free and equal access to the World Wide <br />Web. Plorinet grant fimds were made available to accomplish this. Indian River <br />County Library System was awarded the Flormet grant, and staff has been working <br />toward this goal. <br />ANALYSIS <br />As a member of the Central Florida Lbrary Cooperative (CFLC), our b1nary system <br />is an associate member of SOLINET (Southeast Library Network). We are one of <br />11 counties to belong to CFLC and Florida is one of 11 states in the SOLINET <br />network. SOLINET is a non-profit organization that brokers services specifically for <br />libraries. These services include shared cataloging, resource sharing (interlibrary <br />loan), training workshops, and research on hbrary issues. <br />Libraries within the SOLINET network, including Indian River County Library <br />System, requested that specific library networkin issues be researched to locate a <br />vendor that could provide solutions. SOLINE�s research findings identified <br />Interface Electronics to be a sole source provider of library networking solutions. <br />They provide the hardware and the software necessary to accommodate Internet <br />access, and also CD ROM networks. Their products are also compatible with our <br />in-house library automation system (GEAC). <br />In addition to SOLINET's findinggss, the Martin County Information Management <br />Services Department researched library Internet andnetworin issues. After three <br />months of research, Interface Electronics was chosen (Exhibit Al. Broward County <br />has done the same ( Exhibit B). <br />AUGUST 5, 1997 <br />
