The Board of County Commissioners should decide if they <br />want an Aquaculture Use Zone. <br />2. An advisory committee should be set up to make <br />recommendations to the Board of County Commissioners and to <br />oversee the operations of the AUZ. This committee should be made <br />up of representatives from the Board of County <br />Commissioners (1), Department of Environmental Protection (1), <br />Fish and Wildlife Service (1), Pelican Island National Wildlife <br />Refuge (1) and from scientific, environmental and <br />recreational groups, homeowners, displaced fishermen, potential <br />leaseholders and interested citizens. <br />THE DEVELOPMENT OF AN AQUACULTURE USE ZONE <br />IN INDIAN RIVER COUNTY <br />Florida Department of Environmental Protection <br />Division of Marine Resources <br />U.S. Fish and Wildlife Service <br />Pelican Island National Wildlife Refuge <br />Introduction <br />The Indian River Board of County Commissioners, the Pelican Island National Wildlife <br />Refuge and the Department of Environmental Protection are cooperatively involved in the <br />development of an "Aquaculture Use Zone" in the waters of northern Indian River County. The <br />designation of an "Aquaculture Use Zone" is expected to encourage the development of <br />aquaculture in Indian River County in a manner that will be mutually beneficial to the <br />Department of Interior, the Deparanent of Environmental Protection, and an emerging <br />aquaculture industry. <br />The Department supports the development of aTmmhum in Florida by leasing sovereign <br />submerged lands pursuant to Chapter 253, F.S. By encouraging the development of aquaculture <br />as a practicable resource management alternative, the Department promotes the protection and <br />conservation of natural resources and wild fishery stocks. <br />Ultimately, the success of the "Aquaculture Use Zone" (AUZ) is dependent upon the <br />cooperation of the community, the Department of Interior. and :the Department of Environmental <br />Protection. The following information is intended to provide the citizens of Indian River County <br />with a preliminary description of the AUZ concept, the specific aquacultural activities that are <br />expected to occur, the submerged lands that will be affected, and administrative options available <br />for implementing the AUZ. <br />Recommendations <br />The Department proposes that a parcel of submerged lands in the Indian River, Indian <br />River County be designated as a "Aquaculture Use Zone" (Figure 1). This parcel includes 125 <br />acres of submerged lands that are currently within the boundaries of the Pelican Island National <br />Wildlife Refuse (misuse 1). Tnar ALTZ is subdivided into for parcm1s; zhav*lo &, B, and C <br />occupy 47 acres and Parcel D occupies 78 acres.
