BOOK 102 PACE 365 <br />Bacteriological water quality represents a valid concern for aquacultural development, <br />and the AUZ must be located in waters where water quality is expected to remain acceptable to <br />Permit direct -to -market sale of shellfish. The proposed aquaculture use zone is located in waters <br />classified as Conditionally Approved within the North Indian River Shellfish Harvesting Area. <br />The dominant submerged feature in the area is a sand shoal that shows modest elevation. <br />Depth contours are relatively uniform ranging from about 4 to 5.5 feet. The substrate was <br />generally firm with a sand -silt composition. <br />Access to the AUZ will be from the Atlantic InuacoastaI Waterway (AIWW). An access <br />corridor from the AIWW can be established to confine traffic to specific routes. The AUZ <br />should not affect local vessel tr'aff'ic or traffic to and from Sebastian Inlet. The aquaculture use <br />zone is set back about 1,000 feet from the spoil islands and should not hinder access to or <br />activities on the spoil islands. <br />Five existing shellfish and aquaculture leases will be relocated into the AUZ and will <br />occupy about 47 acres. <br />About 78 acres will be set aside for lease parcels and easements, accounting for about <br />20 three -acre parcels or 30 two -acre parcels. Individual lease parcels will be separated by 25 ft <br />easements and the AUZ will contain have a 50 ft access corridor for vessels. <br />A portion of the AUZ will be designated for educational use at the request of the MBCC. <br />The Indian River County School Board has expressed interest in obtaining a site to <br />conduct aquacul=-W training has part of their curriculum. Providing a parcel for continuing <br />education and training within the aquaculture use zone conforms with the proposal. <br />A portion of the AUZ will be reserved for participants in a fisheries revitalization <br />training and demonstration project. <br />The number of displaced fishermen or qualified applicants for leases has not been <br />determined at this time. But numerous inquiries have been made and several applicants have <br />sought Ieam in Indian River County. It is assumed that about 25 participants could be placed <br />on leases if 50-75 acres are designated for this activity. Perspective applicants could become <br />qualified through the fisheryâ–º revitalization program, participating in a training program, or by <br />od3cr equitable nwffi &-;. <br />AUGUST 19, 1997 <br />
