D.A. DISADVANTAGED BUSINESS ENTERPRISE RESOLUTION <br />Chairman Eggert requested Community Development Director Bob Keating to <br />explain the proposed resolution (received by FAX) added to today's agenda. <br />Director Keating noted that the Council on Aging is the Transportation <br />Coordinator for Indian River County. He explained that, one of the requirements in order <br />to continue to receive Federal funding under Section 5307 (formerly Section 9), it is <br />necessary for the Council on Aging to set goals for providing funds to disadvantaged <br />business enterprises. It is also required that the Board of County Commissioners go on <br />record (as the recipient of the grant) declaring this policy. <br />ON MOTION by Commissioner Macht, SECONDED BY <br />Commissioner Tippin, the Board unanimously adopted <br />Resolution No. 97-85 declaring that it is the policy of the <br />Board of County Commissioners of the Indian River County <br />Transit Authority to establish, review and maintain specific <br />measurable and attainable percentage goals for <br />Disadvantaged Business Enterprise participation in contracts <br />utilizing Federal Transit Administration funds. <br />RESOLUTION 9 7 - 8 5 <br />BE IT HEREBY RESOLVED BY THE BOARD OF COUNTY CONMISSIONERS OF <br />INDIAN RIVER COUNTY TRANSIT AUTHORITY (hereinafter sometimes called the <br />"AtITHOR=) that as a result of the implementation of Section 1003 (b) of the Intermodal <br />Surface Transportation Efficiency Act of 1991, which provided that except to the extern that the <br />Secretary of the U.S Department of Transportation (bereinafler r to as "DOTH) determines <br />otherwise, not less than ten percent of the amounts authorized to be appropriated under the Act shall <br />be expended with small business concerns owned appropriated under the Act shall be expended with <br />small business concerns owned and controlled by socially and economically disadvantaged <br />individuals; and <br />WHEREAS, the TRANSIT AUTHORITY has developed an aff rmstive action plan to assure <br />that Disadvantaged Business Enterprise ber'rafter called "DBE"), shall have the maximum <br />practicable opportunity to participate in the performance of contracts financed in whole or in part <br />with funds derived from the U.S. Department of Transportation for the Authority; and <br />WHEREAS, the AUTHORITY, in keeping with this commitment has established a DBE <br />Goal of 12% of all Federal Transit Admmistiation (hereinafter referred to as "F rA'h funds for FY <br />1996-1997 available for contracting to be expended with disadvantaged business enterprises) and; <br />WHEREAS, the AUTHORITY authorizes the Executive Director of the Indian River <br />County Council on Aging to submit a Disadvantaged Business enterprise Affirmative Action Plan <br />to the FTA; and <br />45 <br />September 2 1997 <br />
