ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Tippin, the Board unanimously approved staffs <br />recommendation that Mr. Steel provide the County with a legal <br />document stipulating his proposed use for this requested <br />easement along with a drawing of what, if any, construction is <br />intended within the County property, with the understanding that <br />any future construction within this easement be authorized by the <br />Board prior to the building permit process. <br />11.H. WISEMEN, P.E <br />ENVIRONMENTAL ENGINEER <br />DEPARTMENT OF UTILITY SERVICES <br />U.S. EPA REGION 4 AND NATIONAL OPERATION AND <br />MAINTENANCE EXCELLENCE AWARD 1997 <br />NORTH COUNTY REGIONAL WWTP <br />On April 4, 1997, the staff submitted an application for the U.S. <br />EPA's 1997 Operation and Maintenance Excellence Award in the <br />small non -discharge plant category for the North County Regional <br />Wastewater Treatment Plant (see attached). On July 28, 1997, the <br />County received notification that our plant had been selected as <br />the first place winner in its category for U.S. EPA Region 4 <br />(southeast United States) and in the National standings second <br />place winner in its category . <br />ANALYSIS <br />The North County Regional Wastewater Treatment Plant was selected <br />a winner in its category based on five outstanding and innovative <br />operation and maintenance practices. Those five practices are: <br />1. Process control and field monitoring leading to savings in <br />energy and chlorine usage. <br />2. Automation - the staff has been able to reduce manpower <br />requirements mandated by FDEP to minimum levels. <br />3. Financial Management - allowing each operator to monitor the <br />plant budget for efficiency. <br />4. Biosolids Management to achieve a lower operating cost. <br />5.
