10. Traffic Circulation: The existing site access and the internal ring road along the inside <br />perimeter of the overall site will continue to serve the site and will remain unchanged. An on- <br />site north -south service road will provide access to buildings and equipment in the center of <br />the site. <br />The county traffic engineer has accepted the required traffic impact statement submitted with <br />the site plan application and has determined that no off-site improvements are required for this <br />ProJccL - The courrty traffic engineer has also approved the internal traffic circulation plan for <br />the project, and has no objection to site plan approval. <br />11. Stormwater Management- The stormwater management plan has been approved by the <br />Public Works Department. Pursuant to the provisions of section 930, a county stormwater <br />permit will be issued prior to release of the approved site plan. <br />12. Utilities: The site is serviced by county water and wastewater services. These utility services <br />have been approved by the Department of Utility Services and the county Environmental <br />Health Department, and they have no objections to approval of the site plan. <br />13. Environmental Issues: Since the site exceeds 5 acres, the project is potentially subject to the <br />native upland provisions of the LDRs. However, environmental planning staff has made the <br />determination that no native upland habitat or wetlands exists on the site. Therefore, no <br />uplands preservation is required, and no wetland permitting is required. The environmental <br />planning staff has no objection to site plan approval for this project. <br />14. Landscaping: The landscaping plan is in accordance with the general requirements of <br />Chapter 926 and buffering requirements of the specific land use criteria for a utilities plant. <br />15. Specific Land Use Criteria: <br />The application must satisfy the following specific land use criteria of section 971.44(2) for <br />the proposed public utilities expansion: <br />1. See chapter 901 for definition of utilities, public and private - heavy; <br />Note: definition applied to this proposal and special exception approval required. <br />2. Any power generation facility shall be consistent with the provisions of the Florida <br />Electrical Power Plan Citing Act, Chapter 23, Section 23.09191 F. S.; <br />Note: N/A <br />3. All below -ground high voltage cables within a utility right-of-way shall be made <br />known to the public through the use of signs posted therein; <br />Note: N/A <br />4. The disposal of all waste, gaseous, liquid or solid, shall comply with all federal, state <br />and local laws; <br />Note: As part of the proposed project, the Department of Utility Services will be <br />installing new technology to minimize and control any odorous emissions from the <br />per• <br />5.
