Chairman Eggert stated that the Constitutional Revision Commission has started to <br />take comments from the public and she has several suggestions as to resolutions to include. <br />Commissioner Ginn suggested the addition of the partial year assessment and local <br />government control of public rights-of-way. <br />Commissioner Adams wanted to be sure that support for Article V funding was <br />included. <br />The Board agreed that the following 8 items should be included in the items to be <br />submitted to the Legislative Delegation: <br />Partial year assessment. <br />Local control of public rights-of-way. <br />Funding for Article V court costs. <br />Require unfunded mandates to be approved by a super majority vote. <br />Examine homestead exemption structure. <br />Method of amending constitution. <br />Support continuation of Preservation 2000. <br />Give non -charter counties the ability to petition initiatives. <br />No further action taken. <br />13.A.2. DONATION OF OLD EMERGENCY SERVICES <br />DEPARTMENT RADIOS — SEBASTIAN AND VERO BEACH HIGH <br />SCHOOLS <br />Chairman Eggert advised a request had been made for donation of used radios to one <br />of the area high schools and the Emergency Services Department has them available. <br />General discussion followed regarding the advisability of refurbishing a portion of <br />the radios for use by local organizations and determining the value of the balance for surplus <br />sale. It was determined that an estimated value and an estimated market should be <br />investigated, as well as the cost of refurbishing some of the radios to be loaned to various <br />festivals and organizations. <br />SEPTEMBER 16, 1997 <br />43 <br />
