INC. <br />The Board reviewed a Memorandum dated September 10, 1997: <br />DATE: SEPTEMBER 10, 1997 <br />TO: JAMES E. CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: JAMES W. DAVIS, P.E. <br />INTERIM DIRECTOR OF UTILITY SERVICES - <br />PREPARED ROBERT O. WISEMEN, P.E. <br />AND STAFFED ENVIRONMENTAL ENGINEER <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: SOUTH COUNTY WASTEWATER TREATMENT PLANT EXPANSION <br />PROJECT (2.0 MGD) <br />OUTSIDE CONTRACT INSPECTION SERVICES <br />INDIAN RIVER COUNTY PROJECT NO. US -90 -20 -DC <br />BACKGROUND <br />On September 20, 1994, the Indian River County Board of County <br />Commissioners approved an agreement with the project engineer, <br />Camp Dresser and McKee Inc., for engineering services associated <br />with design, permitting, construction administration, and part- <br />time resident inspection for the above-mentioned project. (See <br />attached Sheet C5-2, Project Budget, South County WWTP General <br />Services During Construction, Task 550 and agenda item.) <br />ANALYSIS <br />The engineer, per agreement with the County, will provide field <br />staff for resident inspection for a total of 1,420 hours (or 25 <br />hours per week for 14 months) during construction. They will cover <br />all critical points of the construction. The County then will fill <br />in during unattended hours with an outside part-time resident <br />inspector. At this time, staff proposes hiring a contract <br />inspector at $22.00/hour with no benefits for the twelve-month <br />period with a work schedule of 15 hours per week. (An additional <br />outside inspector is not needed for the first two months.) The <br />cost for this contract inspector would be $17,160.00. This will <br />save the County over $60,000.00 (compared to 910 manpower hours at <br />approximately $85.00/hour if through the CDM agreement). Payment <br />for the additional outside contract insector will be paid through <br />the current County bond issue. The staff intends to utilize the <br />same contract inspector who is currently working on the North <br />County Reverse Osmosis construction project. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the proposed expenditure to <br />utilize its current contract inspector for the service outlined <br />above. <br />46 <br />SEPTEMBER 23, 1997 <br />
