Chandler <br />County Administrator <br />D)/"N HEAD CONCURRENCE: <br />72 Irll� <br />o ert A Keating, CP <br />Community Development Dir r <br />THROUGH: Stan Boling, AICP <br />Planning Director <br />FROM: Eric B1aQ5? <br />Staff Planner, Current Development <br />DATE: October 1, 1997 <br />SUBJECT: Windsor Properties Inc.'s Request for Final Plat Approval for Windsor Plat 13 (aka. <br />The North Village Plat) <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of October 7, 1997. <br />DESCRIPTION AND CONDITIONS: <br />On July 2, 1997 the Planning and Zoning Commission approved the preliminary plat for a 19 lot <br />subdivision known at that time as The North Village Plat, now identified as Windsor Plat 13. The <br />subject site is located in the northern portion of the Windsor PRD project, and lies between the golf <br />course and the northern polo field. The submitted final plat is consistent with the approved overall <br />conceptual PRD plan for the Windsor project and the recently approved preliminary plat. The <br />applicant has now submitted for final plat approval. <br />ANALYSIS: <br />The owner's agent, Knight, McGuire & Associates, Inc., is requesting final plat approval and has <br />submitted the following: <br />A final plat in conformance with the approved preliminary PRD plat; <br />2. An engineer's Certified Cost Estimate for the remaining required improvements; <br />A completed Contract for Construction of Remaining Required Improvements; and <br />None of the required subdivision improvements have been constructed. Therefore, the applicant is <br />proposing to "bond -out" for the required subdivision improvements as provided for in the county's <br />land development regulations. The Public Works and Utility Services Departments have reviewed <br />and approved the submitted Engineer's Certified Cost Estimate and corresponding letter of credit <br />amount to guarantee the improvements. The County Attorney's Office has reviewed and approved <br />the submitted Contract for Construction, which represents 115% of the estimated cost to construct <br />the required improvements. It should be noted that all improvements within Wmdsor will be private <br />with the exception of certain utilities facilities that will be dedicated to Indian River County as <br />required by the Utility Services Department. <br />OCTOBER 7, 1997 <br />(`(� K 6 ��.d I r1Ut 741 <br />
