Commissioner Adams noted that the Citgo station was the first site plan under the <br />Wabasso Corridor Plan and their canopy roof has been on back order since May 16, 1997. The <br />station is requesting that they be allowed to open for business prior to installing the canopy <br />roof, and Commissioner Adams suggested that perhaps the Board could withhold the monies <br />due to the developer for the County's purchase of a right-of-way for CR -5 10 intersection <br />improvements and agree to allow them a conditional Certificate of Occupancy to open for <br />business while waiting for the roof <br />Randy Mosby, of Mosby & Associates, advised that the manufacturer said the roof will <br />be shipped either the 10th or 13th of this month. It should take 2 to 3 weeks to arrive and 2 <br />weeks to install. He reminded the Board that the developer had built a road for the County <br />without any request for reimbursement and felt that Citgo has done more than their share to <br />meet the requirements of the Corridor Plan. <br />Chairman Eggert expressed her concern about the timing. She felt Citgo had their site <br />plan and then did not order the roof until 5/16/97. <br />Mr. Mosby advised there were some very extensive permitting requirements which had <br />to be met with DOT which took over a year. <br />Tom Lowe, the Chair of the Wabasso Task Force regarding the Corridor Plan, agreed <br />Citgo has done marvelous job but felt the manufacturer should be getting pressured instead of <br />the County. Mr. Lowe suggested the addition of a requirement that if the roof is not in place <br />by December 1'. Citgo should be closed down. <br />Ruth Meyers, also of the Wabasso Corridor Task Force, expressed her personal opinion <br />that Citgo not be allowed to open for business until the roof is completed. <br />Henry Clark, of Indian River Shores, stated that he drives past this site every day and <br />has never seen such an elaborate building for a convenience store. Mr. Clark emphasized that <br />he has no ownership interest in Citgo but felt the County should accommodate this responsible <br />company trying to do good thing. <br />OCTOBER 7, 1997 <br />
