CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: JAMES W. DAVIS, P.E. <br />INTERIM DIRECTOR OF UTILITY SERVICES <br />PREPARED JAMES D. CHASTA <br />AND STAFFED MANAGER OF ASS SS PROJECTS <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: FLORAVON SHORES SUBDIVISION PETITION WATER SERVICE <br />(110TH STREET) <br />INDIAN RIVER COUNTY PROJECT NO. UW -97 -10 -DS <br />RESOLUTIONS I AND II <br />BACKGROUND <br />On September 16, 1997, the Indian River County Board of County <br />Commissioners unanimously authorized staff to proceed with the <br />design engineering necessary in order to proceed with the above <br />project. Design has been completed by the Department of Utility <br />Services' staff. We are now ready to begin the assessment <br />process associated with this project. (See attached agenda item <br />and minutes of the above meeting.) <br />ANALYSIS <br />Since the petition was received by staff and submitted to the <br />Board of County Commissioners on September 16, 1997, two <br />additional supporters have called offering to sign the petition <br />to give their support. (See above -referenced agenda item of <br />September 16, 1997.) The project includes 18 residential lots, <br />16 (89%) of which are undersized (.50 acre or less in size); five <br />of these lots are vacant. <br />Attached are Resolutions I and II for the assessment project. <br />The total estimated project cost and amount to be assessed, <br />including engineering and administration, is $36,700.00. The <br />estimated cost per square foot is $0.101386 (rounded). The <br />attached map displays the area to benefit from the assessment <br />project. This project is to be funded through the assessment of <br />property owners along the proposed water line route. In the <br />interim, financing will be from the assessment fund. <br />The staff of the Department of <br />Board of County Commissioners <br />which approve the preliminary <br />public hearing date. <br />OCTOBER 7. 1997 <br />Utility Services recommends that the <br />approve the attached resolutions, <br />assessment roll and establish the <br />71 <br />6Q; <br />
