r1 <br />UOK®3 Frn <br />was a fine property to keep on the tax rolls for building any development that might go there. <br />Susan Phillips, 600 Flamevine Lane, Vero Beach, the vice president of the Indian <br />River Land Trust, spoke in favor of the purchase. She pointed out that this property was <br />ranked third by the Land Acquisition Advisory Committee (LAAC) and that the purchase <br />price is 92% of the appraised value, of which the County is paying only 25%. <br />There being no one else wishing to speak, the Chairman closed the public hearing. <br />Speaking as the LAAC Chairman, Commissioner Macht thought there was a <br />fundamental correctness in both viewpoints. He felt that the arguments developed by staff <br />in recommending this property were very cogent and the relationship of the cost of the <br />property to the appraisals was very satisfactory. He agreed that parcels to the west should <br />be considered for purchase and he would support that. He listed reasons for his support of <br />the purchase of this tract. <br />MOTION WAS MADE by Commissioner Macht, SECONDED <br />BY Commissioner Adams, to accept the recommendation of <br />staff and proceed with the purchase. <br />Chairman Eggert spoke in favor of the motion saying that it would be an enormous <br />help to future generations of children. <br />Commissioner Ginn was pleased she had an extra week to think about this. A real <br />estate friend of hers had done a market analysis and found that the cost of the property was <br />highly competitive with almost every comparable. She planned to support the motion. <br />Commissioner Ginn then suggested that the Board have the legal staff research and <br />report to them on the issue of the State selling off parcels of Preservation 2000 lands and <br />what steps could be taken legislatively or constitutionally to prevent such sales in the future. <br />She thought the Board could try to insure some protection in the future. <br />Chairman Eggert agreed that full information should be brought back to the Board <br />about the sale of the property that has triggered Commissioner Ginn's and other's concerns. <br />Commissioner Macht explained his understanding of the transaction and stated he <br />agreed with Commissioner Ginn's concern.
