BOOK PAG" <br />The site is within the Urban Service Area of the county. Water lines extend to the site from the <br />South County Reverse Osmosis Plant. Wastewater lines extend to the site from the West Regional <br />Wastewater Treatment Plant. <br />The site is bounded on the west by 82nd Avenue. Classified as an urban minor arterial roadway on <br />the future roadway thoroughfare plan map, this segment of 82" Avenue is a two lane road with <br />approximately 80 feet of public Woad right-of-way. No improvements are scheduled for the portion <br />of 821 Avenue between SR 60 and Oslo Road. Although 821 Avenue has been identified as the <br />alignment for the "Citrus I ighway,n that roadway has not yet been programmed for improvements. <br />If built, the Citrus Highway will provide an alternative north/south route for agricultural trucks to <br />and from shipping and processing facilities. As proposed, the Citrus Highway will link citrus <br />groves, packing facilities, and markets in Indian River, St. Lucie, and Martin Counties. <br />The site is bounded on the north by SR 60. Classified as an urban principal arterial roadway on the <br />fimre roadway thoroughfare plan map, this segment of SR 60 is a four lane road with approximately <br />234 feet of public road right-of-way. The Florida Department of Transportation is currently <br />preparing a program development and environmental study of the portion of SR 60 between 66* <br />Avenue and Interstate 95. This study is the initial phase of expanding that roadway segment from <br />four to six lanes. <br />There are many similarities and some differences between the existing CL zoning district and the <br />proposed CG district. The CL district is intended to serve, and be more compatible with, nearby <br />residential development. Therefore, in terms of permitted uses, the CL district is generally more <br />restrictive. In contrast, the CG district allows somewhat more intense commercial development. <br />The differences between the districts are best illustrated by their purpose statements. These purpose <br />statements are as follows: <br />CL, Limited Commercial District. The CL, limited commercial, district is intended to <br />provide areas for the development of restricted commercial activities. The CL district is <br />intended to accommodate the convenience retail and service needs of area residents, while <br />minimizing the impact of such activities on any nearby residential areas. . <br />CG, General Commercial District. The CG, general commercial, district is intended to <br />provide areas for the development of general retail sales and selected service activities. The <br />CG district is not intended to provide for heavy commercial activities, such as commercial <br />service uses, heavy repair services nor industrial uses. <br />In this section, an analysis of the reasonableness of the application will be presented The analysis <br />will include a description of- <br />concurrency <br />f <br />concurrency of public facilities; <br />► compatibility with the surrounding area; <br />► consistency with the comprehensive plan; and <br />► potential impact on environmental quality. <br />This site is located within the county Urban Service Area, an area deemed suited for urban scale <br />development. The comprehensive plan establishes standards for. Transportation, Potable Water, <br />Wastewater, Solid Waste, Drainage, and Recreation (Future Land Use Policy 3.1). The adequate <br />provision of these services is necessary to ensure the continued quality of life enjoyed by the <br />community. The comprehensive plan also requires that new development be reviewed to ensure that <br />the minimum acceptable standards for these services and facilities are maintained. <br />Policy 3.2 of the Future Land Use Element states that no development shall be approved unless it <br />is consistent with the concurrency management system component of the Capital Improvements <br />Element.
